Postal Information
Welcome to The Ovid Bell Press, Inc. The following information will assist you in preparing to mail.
Mailer ID
Do you have a Mailer ID? If you do, please let your account manager know what that number is. The Ovid Bell Press, Inc. will require each mail customer to obtain a Mailer ID to be used in conjunction with the Intelligent Mail Barcode. The Mailer ID will be unique to each customer.
If you do not already have one, please apply with the USPS at https://gateway.usps.com/bcg/login.htm
Once you arrive at this page you will need to create an account. After your account has been created, you may apply for a Mailer ID. When you receive the Mailer ID, pease inform your account manager.
Standard
Standard A mail used to be called 3rd Class or bulk mail. If you mail in this category, please fill out the Processing Acknowledgement Form attached. This form is required to show that we are in compliance with the USPS requirements for MoveUpdate. Please fill it out and email or fax it back to your account manager.
Option 1 – Mail under the OBP permit 38 from Fulton.
If you wish to, you may mail under our permit from Fulton, MO. You will need to pay postage (see payment options below) in advance of your mail date each time if you choose this option.
Option 2 – Obtain your own permit and open a CAPS account for postage payment.
You may apply for your own permit to mail from Fulton (or Bolingbrook if co-mailing) and link that permit to a CAPS account for postage payment. If you choose this option, all the forms and instructions are included in the folder called Standard Mail.
Do you already have a CAPS account? All you need to do then is apply for the new permit and link it to your existing CAPS account.
Periodicals
If you are a Periodicals mailer you will need to file a Form 3510 for additional entry. We suggest that you open an entry in both Fulton and Bolingbrook on the same form in so that you may mail from either location and save an additional fee. The form and instructions are included in the folder called Periodical Mail.
Co-Mail
We have partnered with Worldcolor Logistics in Bolingbrook, IL to offer co-mailing services and postage savings to our clients. If you mail at least 4,000 copies and your publication is at least 1/16” thick (see chart to calculate) you will qualify. The postage savings is 10% off the calculated stand-alone postage from Fulton. Some thinner publications may be accepted at a discount of 8%. (Contact your account manager). You will need to have an entry open in Bolingbrook (periodicals) or your own permit to mail in Bolingbrook (standard) and you are required to open a CAPS account for postage payment. The folders for Standard or Periodicals contain all the documents and instructions required.

Postage Payment Options
We are required by the USPS to pay postage in advance before any publication may enter the mail.
- We encourage clients to open a CAPS account for postage payment. This is not mandatory (unless you are co-mailing), but it is a convenient and efficient way to pay your postage without having to send a check every time you mail. See above for details and forms.
- Advance payment. You may send advance postage by check each time you mail. Please send your payment so that we receive it at least 1 day before your publication is scheduled to mail.
- Check by phone or wire transfer. These options are available. Please contact Rhonda Cundiff – 866/377-3202 or rhonda@ovidbell.com for details.
- Permanent deposit. You may send us a postage deposit that we will keep in your account for postage payment. You will pay the postage each time on your invoice, but the postage deposit will remain in your account. It will be refunded if you change payment methods or there is a change in your account.
